[mylyn-dev] Project Lead election for Alexander Fedorov on Eclipse Mylyn

A project lead election for Alexander Fedorov on project Eclipse Mylyn
(tools.mylyn) was started by Wim Jongman with this criteria:

I want to nominate Alexander as a co-lead for the Mylyn project because he is
among the main drivers of the Mylyn revive.

Alexander has shown great progress in converting Mylyn to the new technology
on GitHub.

This includes build revive, fixing test cases, and redefining the Mylyn
target platforms.
