[microprofile-wg] STRAW POLL DISCUSSION: Update namespace verbiage.

Emily and I chatted about crafting the new namespace straw poll verbiage that we have all been discussing.  David recommended a rank choice voting approach, so here a close approximation to his proposed verbiage.  I’d like to nail down the verbiage with broader input so it is not considered confusing.  This poll verbiage doesn’t provide context like prior versions because that was added to the confusion.
