      Why:
      MP Parent 2.x has known CVE issues, which are not addressed by
      this MP OpenAPI Release Plan.
      Also doing a release for MP 7.0, that is not based on Jakarta EE
      10 Core Profile and instead based on Jakarta EE 9.1, is a bad
      design, as dependencies are outdated or will require a newer
      environment (like MP REST Client), which will result in an unclean
      dependency tree.
    
    As this will be a Major Release, this
      should adopt the new MP Parent Major Release related breaking
      changes too or there will be a requirement to do another Major
      Release soon.
    
    
    
    When the reason for releasing a Jakarta
      EE 9.1 based MP spec is only to have features added to that these
      older versions, we should consider to have two separate releases,
      one Minor Release to add features (only) to Jakarta EE 9.1
      environments and a Major Release addressing Jakarta EE 10
      environments including other breaking changes (like changing the
      git repo name to ...openapi instead of ...open-api).

        Super-majority positive vote of the Steering Committee members. 
        There is no veto. Community input and Community votes are
        welcomed. However, only the votes delivered by Steering
