[microprofile-wg] MicroProfile tutorial update

This is a short status update on the MicroProfile tutorial bid process. We received 2 proposals (attached to this message) and appreciate very much the time that both parties put into their responses. While both proposals are solid, the proposal from Tarun Telang stands out as being the best option. Unless there are any objections, we will proceed to get the contract issued and signed so that work can begin as soon as possible. As a reminder this is a 2023 budget project. Though the final deliverables will likely flow over into early 2024, it will be funded with 2023 budget.
Thanks again to all those that helped with this process. We look forward to having this new tutorial asset available soon.
