[microprofile-wg] Clarification of Service Release process in EFSP

Hi,
Per our Platform
Development call earlier today, I have created the following Issue to get
the EFSP clarified for Service Releases:
https://github.com/EclipseFdn/EFSP/issues/29

We had several
reps from the MicroProfile community on our call and they asked to be notified
of this Issue, thus the copying of the MP Working Group mailing list.

I have hopefully
represented our position correctly via this Issue.  If there are additions
or clarifications required, feel free to add your two cents worth.  If
you are generally happy with the description of the problem, a simple Thumbs
Up would also be nice.
