Yes, that's why I suggested 10/1. That's fairly common.
I am assuming that either it is a deliberate suppression of voting because of a decision not to use that process, or else a solar flare scrambled these settings.

I had a question from an OCL user who wanted to vote for a bug but couldn't, because the 'Vote for this bug' action was not available on the bug in question.
I checked in the My Foundation portal, and found that the vote limits are set thusly: | Max votes per user | | | Max votes per bug | |
The zero completely disables voting, and 10000 votes-per-bug limit is useless when nobody can cast a vote.
I suggest changing these numbers to something more practical: 10 votes per user and 1 vote per user per bug.
Any objections?
