I will hold off on the JDK 21 pull request until we get a feature that definitely requires JDK 21 API to be used. That said I have raised a pull request to update to Jakarta Transactions 2.1: https://github.com/jakartaee/transactions/pull/240

I would like to raise a pull request to update Jakarta Transactions to baseline on 21. I will also move us to the next minor for Jakarta Transaction 2.y anyway as we already have a new feature on our primary branch.
