[jstl-dev] Jenkins restoration

The Jenkins CI instance that we use for Jakarta Tags is currently unavailable. We have been asked how the project wants to proceed. We have three options:

1) Create a new instance, however this doesn't seem like the best option as we would need to recreate all the jobs again and that is a large effort.

2) We could have the instance restored to the last backup from 9/30/2024.

3) Wait to have the instance restored from a more recent configuration.

I think we can wait for option 3 above. If there are no objections I'll go ahead and create the issue for our project with that information. I'll plan to file an issue on Friday if I don't hear anything with Option 3 as our preference.
