[jgit-dev] IP logs and stable-0.12 branch for releasing 0.12

I sent the 0.12 IP logs to EMO [1] and created stable-0.12 release branches

to prepare the 0.12 release. This means from now on only committer changes 

can be accpeted on stable-0.12 branches in order not to invalidate the IP logs.
