The welcome page is an xml file (welcome.xml)) located in org.eclipse.jdt.
We edited the file inside Eclipse with the text editor. To write the HTML
pages people used different tools according to their preferences. The only
restriction on the tool is that it does not add proprietary formatting and
font tags (e.g. Frontpage is discouraged). Tools that were used are
Dreamweaver, WSAD's HTML editor, Mozilla and 1st Page 2000 to name a few.
We also used some tools to improve the consistency of the documentation. I

You can also find useful discussions in the platform-doc-dev archive about
styles, formatting and wording of the doc.
