[jakartaee-spec-project-leads] Delay in Jakarta EE 9 final release sched

Wanted to give everyone
a head's up...  At last week's Jakarta EE Steering Committee call,
my overall status for Jakarta EE 9 was not sufficient to give everyone
confidence on meeting the Sept 16 deliverable.  We decided last week
to give it a week before deciding on a new date.  Well, at this week's
Steering Committee call, we couldn't come to a conclusion on a new date.
 We needed more input from some people that were not in attendance.
 So, we will come back to this discussion at next week's call.

In the mean time,
I wanted to get this information out to everyone -- the Sept 16 date is
off.  We will continue to drive the various Specification PR
reviews as much as we can, but the overall schedule will need to be adjusted.
 Hopefully, this will give us enough time to complete the TCK documentation
updates that have been heavily discussed on the mailing lists...

Just to give everyone
a reading on the schedule and why the Sept 16 date is not doable.  If
you take a look at our proposed schedule (https://eclipse-ee4j.github.io/jakartaee-platform/jakartaee9/JakartaEE9#jakarta-ee-9-schedule),
we should have started or completed 19 Specification PR ballots.  At
this point in time, we have not even started one ballot!  This is
not to say that we haven't been making good progress.  We have 19
Specification PRs in some state of review, with a few almost ready for
a ballot.  We just need a bit more time to polish the deliverables,
especially with the TCKs.  Hopefully, this little bit of extra time
will help accomplish this goal.

I will make a
quick update to the Schedule page to show that the Sept 16 is not achievable,
but we'll need to wait for more discussion before we determine a new end
date.  Thanks for your patience!
