Having done this for two of the component TCKs, I disagree.

No they aren't. Each TCK can be generated on a standalone basis. There
is some shared infrastructure but my experience with EL and WebSocket is
that the shared infrastructure can be updated (mainly to provide Java 11
support) without impacting the TCKs of components that haven't updated.

Yes and no.

The package name change is essentially just search and replace so that
could be done globally. However, that isn't what the TCK project requested.

The changes to the common code to add Java 11 support do only need to be
done once. At the moment, this work is being duplicated to some extent.

There are other changes (updating documentation including version
numbers, providing signature tests for Java 8 and Java 11) that are more
component specific and probably are best done on a per component basis.

My primary concern at this point is pretty much all of the next tasks on
the TODO list to progress the EL 4.0 release depend on having the TCK
finalised and that is blocked waiting for the TCK release.
