[jakartaee-platform-dev] V2 of versioning survey is active

There is a new spin of the platform versioning proposals. The questions are the same. All that has changed is that the versioning proposal document has added an assumptions section that spells out some underlying assumptions regarding how the versioning scheme apply to the platform profile and individual specifications. Outstanding comments were also resolved. This was the action item from last week's discussion of the survey.
