[jakarta.ee-spec.committee] Annual reviews

Not the right time to discuss this, but sending so I don't forget and we can tee this up for post Jakarta EE 10.
Per the JESP all "Specification Projects must engage in at least one Progress or Release Review per year while in active development."
Some quick notes:
- We should define active development. Perhaps if you don't submit a Plan Review you're exempt.
- Creation Review and Plan Reviews should count towards your annual review quota, not just Release and Progress Reviews.
- We should tell projects on ballot completion, "you'll be due on x date for your next review" and remind them 3 months before.
- We need some way to track this.
Here's a non-complete list of specs overdue for a review even if any form of ballot/review was included in the annual requirement:
- NoSQL: last review, October 12, 2020
- Enterprise Beans: last review, November 20, 2020
- MVC: last review, May 6, 2021
