How about a single e-mail ballot with the option to approve both, one or the other, or none? This would cover the bases, allow for all potential options and ensure that the ballot covers the necessary details.

We have had ballots that included multiple specifications in the past so this isn't unprecedented.

But, if there is a concern with this approach, we can still send out two separate ballots.  They would end up pointing at the same PR, but with different deploy preview URLs.

If I don't hear anything, I will assume that a single ballot is sufficient.
