[jakarta.ee-spec.committee] Next up for SOAP SR mentoring - Martijn/Marc

Hi,
I noticed that
we didn't have a mentor assigned for the SOAP Service Release.  Next
one up in the rotation is Martijn and Marcelo.  I've assigned the
Reviewer role to Martijn  since I can't find Marcelo as a committer
in the Specifications repo...
