[jakarta.ee-spec.committee] Compatible Implementations and Compatible pr

Hello All,

we spoke about creating a document we could use to help implementers and vendors, in the case they are interested in listing their implementations on our specifications pages or jakarta.ee compatible products pages.

I have listed the steps for both cases, listing compatible implementations on specification pages and listing compatible products on compatible products pages, as they will be shown on separate web pages.

Please provide your input in comments, so I can consolidate before our next call.
