[jakarta.ee-spec.committee] JESP issue for external specs

As Wayne suggested, I created this (after it accidentially went in the EFSP space first) ticket:

In fact especially other specs that are based on the EFSP including MicroProfile could have it a little easier than say Spring or any project at Cloud Native, but even there it would have to be stated that e.g. a Jakarta Specification may consume a „compatible“ specification that is also governed by the EFSP even if that’s under a different namespace,  unless the namespace „purity“ shall be preserved, then it would prohibit consuming those other specs without first migrating them to „Jakarta“ (a bit like the „javax“ migration)
