[jakarta.ee-spec.committee] Ops guide update for service releases

Hi,
To follow up on
the action from yesterday's Spec Committee call, I have created the following
PR with the proposed updates to the Operations Guide for service releases.
 Ivar and I are in agreement with the content.  There are still
wrinkles with the formatting of the markdown, but the basic content is
ready for review.

According to our
process, we need to post this to public Spec mailing list and ask for a
majority vote of spec committee members.  I'm starting here with this
group to ensure that this is on the right track before posing for a vote.

FYI, I don't believe
we have performed the "majority vote" for all of the past changes
to the ops guide.  Maybe this is overkill and we should discuss at
a future meeting?
