David,I'm not convinced
that we need to pay for Github's Action pricing... The free tier
has been sufficient for both the Quarkus and Open Liberty efforts thus
far. The one item that is not covered by the free tier is if you
wanted to run Github Actions on your own local hardware. In a few
special cases, this need is being evaluated by these two efforts. But,
so far, the free tier has been sufficient.(I had put a few
more comments and links inour documentitself...)

I did a quick check of Github Action's
pricing. As a baseline, one action that runs 24x7 all year is roughly
