[jakarta.ee-spec.committee] Jakarta EE 9 Spec versions and directory str

Hi,
I created the
following PR based on an idea floated by David at a recent Spec Committee
call.

This PR proposes
an updated directory structure in the "specifications" repository
that will eventually house the PRs for the Spec and Apidocs updates for
each of the Jakarta EE 9 Specifications.  With this PR, we can review
the expected updated major version updates (ie. WebSocket 2.0, XML Binding
3.0, Web Profile 9, etc).  

We can consider
this part of the Jakarta EE 9 Release Plan review that is being reviewed
this week.  I have explicitly called out David for a review (since
it was his original idea), but anyone can add their review comments.  Thanks!
