The ballots are sent to the public list, which is where he is "voting".

Bill,
I think we have to ignore them.  We are posting the ballots to the public list.  Wayne has outlined who should be voting and who this email is targeting, but some people will vote no matter what.  This isn't the first time that we've gotten random votes.
