As long as all the required instructions and so on are included and easy to
find (e.g., in a "docs" directory), we won't require a top level README file
for this release.

Let me know ASAP if you object.  We would need to regenerate most of the
TCK bundles.

I'm going to update the checklist to make it clear this is not required.
