[jakarta.ee-spec.committee] JESP Operations document finalization and ap

We've made great progress on the TCK Process document, but there's still
a bunch of open issues on the JESP Operations document [1].  What's the plan
for closing these issues and finalizing, approving, and publishing this
document?  We're already starting to ask groups to do some of the things
described in this document so it would be good to have a published
document to refer to.
