Scott, we need to check with Eclipse web administrators. I
      believe, most common provisioning for Eclipse GH Projects reserves
      Admin permissions to Eclipse Web Admins only. If this will remain
      so, we should suggest a process for creating these templates
      through generation of Admin issues (e.g. same as setting up commit
      hooks). Perhaps this could be created as (an additional step,
      added to) part of the Spec. provisioning process that the Admins
      already follow? Generally, I would expect these templates to all
      to be the same, or do we think that customization will be
      necessary?
