I could've proposed this as a new repo as part of the platform project,
and I can still do that if there's enough interest.  I was hoping to get
some feedback to determine if this was worth my time first.  (I just so
love the CQ process!)

Since the contributed specs use roughly the same structure as this template,
switching from a boilerplate spec using this template to a full spec using the
contributed content shouldn't be difficult.  But, all of the contributed spec
documents are going to require significant work to convert the content into
Jakarta EE 8 content.

Wayne suggested that maybe 10 specs would be ready for EE 8, so 30-ish
specs would need a boilerplate spec.  Hopefully all the project leads
for those spec projects will create those boilerplate specs quickly.
