Re: [jakarta.ee-spec.committee] JavaMail restructuring

I had been working on an assumption that we'd change "Eclipse Project for JavaMail" into a specification project named "Jakarta Mail". However, as I mumbled on the call today, the only reason that I think of this as different from Eclipse Mojarra is the name.

By way of process, we can splinter the existing Eclipse Project for JavaMail in two as part of the restructuring review (i.e. we don't necessarily need to do a full proposal/creation review). We already have work being done on the scope, but I'll need a committer list and project lead to make this happen. I expect that this will be a subset of the existing project team.

I can draft this into the restructuring review documentation, but I'll need somebody to socialize this with the project team and get me that list of committers.
