I don't think it was required that every Working Group member have a committer or representative on every project.  Obviously, the more the better but if your organization doesn't have expertise or interest in the spec, why put resources on it?

And, we've talked in our Committee meetings that each Working Group member should have a participant on each Specification Project.  (Sorry, can't remember if that was a requirement or just a suggestion.)  But, looking at the initial committer list on the Project Proposal, I don't see anyone signed up except for Tomitribe.  I am in the process of lining up one or two members from IBM.  But, since this is a Specification Project, do we need to poll the Working Group members to get an initial committer before this is ready for a Creation Review?
