No, we didn't agree on that.
We agreed that at some point we should discuss it.
In my opinion, that point would be after we've produced a few releases and
discovered the problems, if any, with the current project structure.

It might be good to have a FAQ entry suggesting the sorts of things a Spec
Committee member is likely to consider when voting. The list doesn't need to be
exhaustive or constraining.
