Yes, this CQ is an "initial" CQ and flagged accordingly. Maybe you are
referring to having just one single CQ for the initial contribution as a whole,
but I am not sure the IP team really cares? I will let them comment :-)

The project's license will be W3C indeed. I believe the PMI is not correctly
reflecting this at the moment.
Agreed that the headers will need to be updated eventually.
