Mea culpa,

I was not aware of the fact that [1] was a type A CQ when I suggested to
Michiel to piggy-back on it. Sorry for the inconvenience, Michiel.

For a type A CQ the IP team only does a license compatibility check, i.e. if
the license(s) of the code is/are consistent with each other and is/are
compatible with the EPL. This is a mostly automated process which only requires
manual intervention if the code scanners find something unusual.

For a Type B CQ the IP team also investigates the code's provenance which is a
more thorough check and requires manual effort. Thus, type B checks usually
take longer to process and approve.

However, this also means that you can always piggy-back a type B CQ from a type
A CQ but not the other way around.

Again, sorry for the inconvenience. On the other hand, since you now need to
create a new type B CQ for SQLite anyway, you can as well request version
3.20.1 ...
