[iot-pmc] IoT PMC – Code of practice

Hi everyone,

we now have a stable version of our "IoT PMC rules guide" (still haven't found a proper name for that) on which the PMC has informally agreed upon.

 --> I would like start a vote so that the PMC formally agrees on that.

But I would also encourage all project leads to have a look at it ( read only please ;-) ).

If the vote is positive we would like to have EMO put the wiki page in ready-only mode for everyone.
