[iot-pmc] Using a Hugo theme for Hono website

Hi PMC,

I have finally taken some time to work on a (real) website for Hono.

I am currently using Hugo [1] for that matter, which allows us to use themes with
the raw content. My question now is whether we need to create a CQ for the theme
since it will be put into our code repository on GitHub. The theme we are
currently using is the Material theme [2].
