Dead PMC colleagues,

I would like to request your approval for the CQ https://dev.eclipse.org/ipzilla/show_bug.cgi?id=11708.

We are using Gulp.js + Karma for building and testing _javascript_ components in Eclipse SmartHome.

None of the code is added to the repo nor distributed in our downloads - it is purely for build+test purposes.

I therefore request it as a works-with dependency according to https://wiki.eclipse.org/Development_Resources/IP/Test_and_Build_Dependencies.
