Although I don't really know the download stats, given that Eclipse 4.19 is broken due to https://bugs.eclipse.org/bugs/show_bug.cgi?id=571990, maybe it does make sense? I know I had to ask PyDev users to skip it as PyDev is unusable due to it and it probably affected other plugins too -- and the only solution is really getting a different version of Eclipse.
