AFAIK that job is dangerous and should be deleted. If one needs clean local cache, I see following options:
- mvn dependency:purge-local-repository ...
- mvn -Dmaven.local.repo=/some/new/dir ...
- https://ci.eclipse.org/glassfish/view/utils/job/prune-maven-cache/
