Great question. In terms of current open-source visualization
libraries, I'd call out the usual suspects: QGIS
(http://www.qgis.org), OpenLayers (http://openlayers.org/), and
Leaflet (http://leafletjs.com/). Part of CCRi's primary business is
analyzing and visualizing large datasets, and that video uses an
internal project based on OpenLayers. Potentially, we may
open-source that code at some point.
For a similar project, you might check out Torque from CartoDB:
