I can't see it listed here:

   http://www.eclipse.org/equinox/bundles/

but an implementation is being developed over here:

   http://svn.apache.org/repos/asf/felix/trunk/deploymentadmin/

which should work with Equinox - you'll need to build
it from source as there's no snapshot / release yet...
