I think that cost management was out of scope for the first release of open up ... the task "plan the project" mentions cost estimates but there is no corresponding section in any template ..

we are planning to address this in the future with a new practice that teams can decide to use (or not) on their projects ... you can follow status at https://bugs.eclipse.org/bugs/show_bug.cgi?id=233074
