[ee4j-pmc] Committer Election for James Perkins on Eclipse Yasson has started

A Committer election for James Perkins on project Eclipse Yasson
(ee4j.yasson) was started by Dmitry Kornilov with this criteria:
James has been actively helping address issues required by WildFly and JBoss
EAP, with several fixes merged and follow-up work proposed (e.g., PR #683).
He collaborates constructively with the current maintainers and has
explicitly offered to help with releases and ongoing maintenance. Granting
committer status will enable him to triage, review, and merge routine fixes
and to assist with release activities, improving responsiveness for our
downstream users.
