He is not currently listed as a project member for Jakarta XML Binding (https://projects.eclipse.org/projects/ee4j.jaxb/who). He will need to join the project first as a committer (voted in by the project) in order to be elected (by the project) to project lead. Ultimately, this is a project decision. The PMC will assist and help to make sure that the process is followed. Due to the special case of having not a JAXB project lead at all, as a
counter proposal I'd like the PMC to discuss the idea to get Kohsuke
Kawaguchi (CloudBees, Ex-Oracle) into the boat and elect him as project
lead. AFAIK he originally authored parts of JAXB in his Oracle time, and
after leaving Oracle for CloudBees he looks like a perfect community member
representative for JAXB.

A project lead election for Lukas Jungmann on project Jakarta XML Binding
(ee4j.jaxb) was started by Dmitry Kornilov with this criteria:
Lukas is an Oracle employee and one of engineers who participated in
JAXB/JAXWS/WSIT development. He was JAXWS and SAAJ specifications
maintenance
lead. He is a person who prepared JAXB spec for Spec Committee review. JAXB
project currently has no leader. I think Lukas is a perfect candidate for
this role.
