Right. But MP was created before EE4J existed. If there was a new project (like MVC) that wanted to join the the fun, they would start in EE4J, not Technology.
The key point is that unlike the Apache Software Foundation, at the Eclipse Foundation incubation is a state in the project's lifecycle, not a place.
