[ee4j-build] Instructions for running Jakarta EE CTS/TCK against Standal

Hi

I have created a section in the README of Jakarata EE TCK project with 
the instructions on how to get the Standalone RI changes CTS tested. 
These instructions are temporary till we complete the initial 
contribution of Jakarta EE TCK and resolve the issue of building and 
running CTS from Eclipse CI/CD infrastructure.
