I know of one example, Mobile/Embedded which would be heavily unrepresented if we don’t take tracks into consideration. Once we get an initial cut of the data we’ll see where we stand and discuss what kind of tweaks we need to make.

FWIW, if a track did not get interesting talks then we should not feel obliged to fill their allocation.
