There weren't any buckets. Voting had to be done online via the 
submission system. This also required to login which may have scared 
anonymous voters away.

I also noticed that the voting has to be used carefully. For example, 
one of the Java talks had 50+ people and was very crowed. But only five 
voted and one was a really disappointed guy.
