What also seems to me a problem is the CQ submission deadline
being so early for all cases. Perhaps we should consider that
most often such cases relate to (re)using an Orbit bundle,
particularly some newer version thereof. Of course it's wouldn't
be in Orbit unless there were already a CQ and once that CQ exists
and is already approved, we're talking about a piggyback CQ for
the project(s) using it. Those piggyback CQs seem to be automated
now, at least not requiring PMC approval. Surely such things
could show up later in the cycle without causing undue burden for
the IP staff.
