I'd like to suggest or remind the Planing Council members review the minutes from our last meeting in June, before our meeting on Tuesday.

Excellently said, and I think you've hit on one of the two keys questions being discussed:

1.        What should the release train be? (Taking into account that the community seems to think that it is a polished product and that the projects do not have the resources to do cross-project testing.)
2.        Who should decide and enforce the requirements of the release train and/or packages?
