Hi all -- I did a quick update of the submission guidelines for 2011,  
mostly removing what we won't have for 2011 (such as panels and  
lightning talks) and updating talk lengths, etc. More needs to be  
added, but I'd appreciate feedback on what's here so far if you see  
anything that should be changed or added.

We also need to document category descriptions when the categories  
have been chosen, and decide if we want submitters to use tags in the  
submission system to help further categorize their talks, so please be  
thinking about that.

(Note that the ECon 2011 sub system is not set up yet, so that link  
will return an error.)
