[eclipse.org-eclipsecon-program-committee] Discounts requiring all speakers to sign

The following is what someone receives after signing their speaker agreement:
Thank you for signing your speaker agreement, however we're using peer
pressure to get e-signature on speaker agreements and thus all co-authors
must sign their agreements before any of you can register
using the author
discount coupons. Thus we urge you to convince your co-authors to e-sign as
soon as possible. Thank you.

This is a problem if the speakers are from different companies.  Every company has it's own approval process for signing such agreements.  They also have their own funding process.  Peer pressure will not change the speeds of these processes as they can be mostly out of the speaker's hands.  It can only create friction between people who are trying to work cross company.

We are really fortunate in Eclipse that we can work so freely cross company.  We obviously would like to encourage this as much as possible.  Thus I'm against anything that can damage those relationships.  I strongly feel we should remove this restriction of all speakers signing before one can register.  One signature, one registration.
