Since I don't think anyone is going to fail, I never went so far as to decide whether it is "80% of minutes" or "80% of slots" :-)
And I hope that nobody will cause me to have to decide that and then be the enforcer...

The goal is to get a program on the website so that non-speaking attendees can start getting excited and start registering. Eclipse Summit Europe suffered this year from the program being very late (two weeks later than was promised): we don't want to make that same mistake for EclipseCon especially with the Christmas holiday approaching rapidly...
